It’s hard for me to choose between Ursula and the Evil Queen, but if I have to pick one I’m going with the Evil Queen. She’s beautiful and iconic.
Whoever played (the younger) Cruella the last years at OBB. So good interactions with the crowd!
Met the Evil Queen at DL about 6 years ago and it was one of the best character interactions ever!

Maleficent, easy!
Cruella! Because she despises Dalmatians and wants their fur for a coat.
Ursula! She has confidence for miles!
To meet at Disney? The Queen of Hearts. I curtsied to her once and she curtsied back so much that she tipped over (intentionally, although she did not warn anyone beforehand and the Tweedles were quite concerned).
Overall? Probably Maleficent
